You have a few choices to work with. You can apply a new laminate directly on top of the existing laminate. Clean and sand the area to allow the new surface to stick properly. Alternatively you can remove the existing laminate and prepare the plywood or particle board for the new laminate. Another option is to replace the entire top of the counter with premade laminate counters.
Your local home improvement store will likely have all of the tools, glues and other items necessary to resurface your counters. Look into renting larger items you might need rather than buying them. Changing kitchen counters is a task only done every 5-10 years. It isn't necessary to buy everything if you can rent.
Resurfacing can be well worth the money if you do it properly.
